21-07 Rule Change for Playoffs

All update rules are in red. Changes are as follows

1. Adjustment of the regular season to 14 games and the playoffs to weeks 15-17 as single games. This was required because the NFL put 4 teams on bye during week 14.

2. Changing the weekly high score from $55 to $50 to accommodate the extra week in the regular season.

3. Moving the trade deadline and waiver deadline back one week to account for the extra week.

4. Added the Taxi draft.
